I'd say that Nyarlathotep is only representative of darkness or evil in the feeble perception of the human mind, so objectively - no. It's suggested by Lovecraft he's the avatar of the Outer Gods via his title the Crawling Chaos, and later authors latched on to that and also the dualism that August Derleth imposed upon the mythos. I'd say his function is to make the pandimensional nature of existence (ie; truth) known to inferior beings (eg; humanity), thus causing the breakdown of our narrow ordered materialistic viewpoint and causing madness in those who subscribe to such limitations.
